Hello,
Was there a rally wheel with a center cap that had red in the center of the cap? My dad a '69 Chevelle in the early '70s that had these wheels on it. They look like the silver rally wheels with the center cap that had red in the center. I know he didn't paint them. Maybe there was an aftermarket wheel back then like that.

GM rally wheel caps were chrome w/ black accent paint. No red.
Previous owner could have customized the car - everyone likes to add the personal touch to their car - guys did a lot of this 'back in the day'.
