Did you by any chance change your belt system at the same time? The power steering pump pulley should be about 20% to 25% smaller than the crank pulley. That would cause the pump rotating speed to be about 20 to 25 percent faster than engine speed. Most GM power steering systems were designed that way. Otherwise at low engine speeds you will not have sufficient flow for good operation.

Jim- I did add AC to the belt system and I believe that my power steering pulley is the same size as my crank pulley. I will try changing it and see if it works. Thanks for the advice.

Any ideas on where to find a smaller Power steering pulley - I have a 6" double grove pulley on it currently - I can only seem to locate a 5.75" double groove nothing smaller than that. I have checked all the major sites.
