In my 69 chevelle there is a plastic panel that hides some wires on the driver's side behide the pedals and it secures the carpet to the floor.The passenger side doesn't have one,Is it supposed to?

No plastic pannel on the passenger side. If you have carpet, tuck the top edge just under the insulation pad below the heater box.
