I don't understand exactly what you have. Is the clear the one that is thin and you can see black base coat? Or is it the paint didn't cover the black under it but you have a full two or so coats of clear?
If it is the later, no problem, scuff and repaint and clear. If it is the former and you have thin clear, be VERY careful and build up a layer of "dry" base color with light dusting coats. If you apply it too heavy the solvents will get under the edge of the clear and lift it, wrinkling the clear.
