I have the same issue with light overspray. I tired a little lacquer thinner on a rag and some of it came off but not all. I would like to know as well.

Start with a mild cleaning solution like 409 with a scrub sponge, that should soften it up.
Then if it doesn't come up try grease and wax remover, that will most likely remove the rest without hurting the vinyl.

GoJo makes a paint and stain remover for cleaning hands. I would try something like that. There are other brands of hand cleaner for removing paint from hands.

I think goof-off is a form or diluted acetone and could be a bit harsh. You can try a small spot of out of eye view and see how it reacts.

If any comes off on the terry cloth rag, you should be able to continue.
