I just brought my 69 Malibu out of storage, after almost 10 years of minimal running. Obviously, there are some seals that have dried up in that time, and its burning a full quart of oil every 400 km or so. The engine is a 350, and only has about 20, 000 km on it since it was rebuilt. I was wondering, is a complete engine rebuild the answer or would replacing the upper seals(ie, valves, manifold gasket etc) do the trick?

I would go for the valve guides and manifold gaskets. Do you have smoke? when is most pronounced, start up, running cold, running at temp)? You might do a compression test before you tear anything apart. This will tell you if your cylinders are in descent shape. Do a dry and a wet test.
