i had a look behind the accelerator pedal in the interior for the kickdown switch and didn't see anything, is this where it is?

He specified TH400. A TH350 has the cable operated kickdown you refer to. TH400's electrical solenoid operated kickdown.

found another chevelle guy here in town. it's a cable on this trans. it is a TH400 too, weird.
anyway, i don't have a cable hooked up at all. thanks all.
