I just put a new voltage regulator on because i was getting a horn noise when driving and someone told me that when they start to go they can make noises. The car is running fine and reading 14 volts. Should the needle jump up when reving or go down when lights on? It stays a constant 14.

I'm assuming that the regulator is grounded to the core support. Mechanical regulators to vary and sometimes cause lights to dim at idle. My opinion is that I haven't liked aftermarket mechanical regulators. Use either a Delco or tried and liked the Wells solid state regulator.
