I have painted fiber glass boats and with light sanding over old paint, primer & wet sand then spray your color. It will come out like glass.

This question should be posted in the Body
Shop, but since we're both here I'll give my input.
Being that the hood is red and you are changing colors, I highly recommend first priming w/ a good 2 part urethane primer.
It is not uncommon for red to bleed thru (older lacquers and enamels especially) the new finish and turning the new finish pink.....even black can turn pink.
The urethane primer will seal it up and prevent this from happening. If you get impatient and choose not to go the primer route, atleast seal w/ an epoxy sealer first.
This problem is not as common as it used to be......but better safe than sorry.
