I believe on earlier cars this was used to raise the idle speed on an A/C car.

When "pollution controls" became more important than everything else it was used as an anti dieseling device.

A similar looking device, when placed on the back of the carburetor was used as a kickdown switch on a TH400.

both answers are correct..
I have had cars that when the ac was on it stepped up the idle with this.

I like to keep a couple around for those high compression deals with big cams that will not idle under 1000 rpm..Use it to adjust the idle speed against when energized ...back the regular idle speed screw all the way out...when you kill the ignition power the solenoid drops out ....the throttle blades slam shut and NO air enters the intake ...Car dies instantly....

Really nice to have for that.
Last one i used it on had 245 PSI cranking pressure.that one would not diesel..it just ran like normal when you turned off the ignition...
I have an old McCullough chain saw that when hot will not shut off..it will be like a runaway engine with no spark...I have to pull the choke and then it will die.

Judging from the looks of that carb, you may find you have several things to deal with that will "keep it from running right".

Sorry, that was kind of snarky. Seriously, what's that from? Is that a 1 bbl Carter/Rochester from an old 4/6 cylinder stove bolt?

Gotta be rare, whatever it is.
