Prop's to the cop, the left lane is for PASSING. Road trip's these days can be a pain in the ass because of tourist's or family's SUV's clogging up the left lane. Most people will move over for police or emergency vehicle's but not for other travelers. I-95 in Florida is the deadliest road in the U.S. because of these rolling roadblocks.
