You can adjust a Saginaw manual steering box for wear & slop removal to a point. There is a slotted bolt that protrudes through the top cover. You can turn that bolt to adjust the preload. When the bolt goes down too much, like to the level of the cover or lower, you can no longer adjust it and it must be rebuilt.
