What is the material the factory used between the outer wheelhouse and the quarter panel?
The one I removed is so crystallized and petrified that I can't tell if it came in a can/tube or is a rope type substance.

I think you'd be safe calling it the same seam sealer found on the rest of the body. And to replace it as such. If it were butyl it would probably still have a soft heart.

It almost looks like it was molded, kinda sort of. I guess it could be seam sealer too.

Well, you could test by putting solvent based wax and grease remover on it. Butyl would dissolve, seam sealer would not. And you'll probably use modern "NVH foam" there anyway. A plain daub of urethane seam sealer would be good enough to provide that support for the quarter though. Whats there could have yes been a molded gob of some other sort of pucky, theres no telling. Imagine the funky tip of a seam sealer gun in a muscle era GM factory at the end of a shift. It probably made shapes like the PlaDoh Fun Machine.

It looks like an expanding foam type substance judging by all the little pinholes in the broken piece.

Don't know what 60s technology material it is but I'm guessing it was put in that location for outer wall support/vibration due to the length of the quarter panel. I just found mine the other night with my welder.
