There is a larger area in the kick down near the back of the slot.
this is slipped over the nub ...sometimes this needs hooked up before you bolt the carb down as there is not enough room or slack to pull the kickdown foreward enough to loop it over the nub..
SO loop it over the nub before you position the carb on the intake to be bolted down

The hole with the plastic gromet is for the return springs
I could be wrong. it has been 25 years since i dealt with that kickdown arm...as the slot in yours looks quite thin or narrow..
could be just the way the picture was taken....
see if it slips over it...
