How many volts come out of the resistor wire at the coil on a 70 Chevelle 396??

Correct. To get that measurement, you have to check it with the car running. If you disconnect the resister wire and check it, it will measure battery voltage because the meter doesn't any current.

How about IF you just bump the engine over until the points close, would that give an "under load" reading?

My guess is that their will be a 10% increase in voltage with the engine running as compared to just having the key on. because the system voltage increases from 12.5 to about 13.8. I am also guessing that the plug wires and coil won't have much of an effect on the voltage of the resistance wire. I'll have to check that the next time I'm under the hood.
