I found out why the horn wasn't working on my 69 with a 4-spoke rally style steering wheel. The little coil spring and the pin is missing from inside the steering wheel horn assembly.

Where can I get/make one of these?

If this is one of the optional 4 spoke steering wheels used on 71-2 chevelle SS cars, they were also used on many 2nd gen camaros, right up to 1981. Any junkyard with older stuff should have plenty of those around and the parts shouldnt be hard to find.
