What would you use to drill out jets(what size drill bits) and what would you use to measure the hole?

Why are you looking to drill them out? Are you talking the main jets, because drill size isn't the only thing that dictates jet size. If you check out the jet listing several jet sizes will have the same hole, but the entry and exit to the hole is different.

A friend wants something bigger than a 99. I figured the only way to do that is drill it out, or leave the jets out completely

Jay,
Standard Holley main jets are available all the way up to number 110 which is a .156 jet size. Alcohol jets go even larger.

If You drill out a Jet, You will be lengthening the the metering passage, and increaseing the amount of flow restriction. When this occurs, a larger-diameter drilled jet may flow less then a smaller standard jet.

The alky jets don't fit in the gas metering block.
