2 - 1960s decade
9 - 1969
2 - model (Quadrajet (4-bbl) Federal Standards)
0 - GM division (0, 1, & 2 are Chevrolet)
2 - Even number is automatic trans (odd is manual)
DH - broadcast code; I've seen DH code for numerous plant's and both L34 396 engines and L48 350 engines.
L8 - ? date code is usually something like 1658 where 165 is day of year and 8 is the year.
