To check the system, I removed the plugs from the relays then jumped between the 30 to 87 locations on the low beam plug. (I haven't check the high beams on the road yet.) With the jumper in place the headlights worked with no issue. The power comes directly from the battery through a 20a fuse then divides to go to each relay. All the grounds are new and solid. No other devices are in the circuit.
