I dropped the gas tank to replace the sending unit and noticed 2 short
pieces of hose sticking out of one corner. I assume these are the return lines but they are not hooked up or does the car presently have anything to hook them up to.
Is ok to leave them like this or do I need to hook them up to a vapor recovery set up? Besides making the ozone hole bigger not hooking it up any other reasons to hook it up? Beneficial to the car itself. If they are not hooked to a recovery setup what is a good way to deal with the hoses, just leave them the way they are?

Gas fumes won't affect the upper ozone layer. If your gas cap is vented, you can just plug them. They may have been connected to a charcoal canister, but I wouldn't worry about it unless you want a factory original setup.
