Is your tank still empty? If so, pull the tan wire off the sending unit on the tank. With a meter, measure the sending unit pin to ground. Should read 0 ohms. Full tank is 88 ohms, mid is 44 ohms. If the reading is 88 ohms with an empty tank, the sender is stuck. That's a starting idea.
