I am the point now where I am going to paint my floors. I have 95% cleaned the floors and have this black paint stuff left on a majority of the floor. Assuming I scuff this stuff real good before I spray over it, will it be alright? Thanks for the help!

Scuffing it would be fine. Before painting ,i would use a metal prep over the bare metal (be sure to neutralize the metal prep by rinsing it with water) . Then dry it well and spray some epoxy sealer on it. I use PPG DP90 LF with DP402 LF activator, its black, that way you won't have to top coat it as it will be under the carpet. Beautiful job on the floors.
