I just bought some Rally wheels that still have the GM black paint (primer?) on them. I want to paint them a different color, so my question is - is this primer or what? Do I need to:

1. Totally strip them?

2. Scuff them up and primer and then paint ?

3. Scuff and paint, or?

Since I don't know what kind of paint is on them, I'm not sure what to do.

sounds like it a electric static applied coating you see on nos sheet metal, i would not remove just clean light scuff and paint , use a hard paint like you would find on exterior panel, the kind you mix with a hardner, or you will be redoing them very soon,
