They're not accusing anyone of "abusing the system and of fraud". They're accusing the company of "abusing the system FOR attaching fraud alerts TO credit reports."I thought this was funny "Experian accuses LifeLock of deceiving consumers about the breadth of its protection and abusing the system for attaching fraud alerts to credit reports."
As far as I'm concerned, none of the credit bureaus have any right to accuse anyone of abusing the system and of fraud.

The bureau is accusing the company of overuse(abuse) of the Fraud Alert request system. I'm guessing that LifeLock might be requesting Fraud Alerts when they're not actually needed. Maybe they put a Fraud Alert on all their member's credit reports so that the bureaus would have to contact every member whenever a credit line is going to be opened. I can see where this could pose problems for the bureaus in causing them to take the extra step ($$) for people that may not have any real reason for having a Fraud Alert.
