If i came down from an elevation of 5000ft to 800ft do i need to reduce the advance on the timeing? and also the other way around? thanks.

Dropping that much altitude will make your mixture very lean. Retarding is what you want. The down side is with a lean mixture and retarded timing the engine will probably run hot, so watch for that.
