check the horn wires, they are neg ground activated. Maybe when you put it all back together one of the wires frayed or grounded out causing the horn to blast every time you hook the battery back up.

I have all new hardware and it looks like it went together just like the old stuff that worked. Does anyone know the details of how the black horn wire from the turn signal switch harness works all the way to the horn button, including the white plastic piece with the copper ring on it, and the ring directly under the horn button. I am so lost on this subject, any more advice will be helpful. I'm gonna go make sure the relay is grounding out correctly.

If everything else was the same when you started I would guess bad horn relay also......
