Why in Front ?
That would be a BIG NONO
As the Efans would Block more Air Flow than they could produce to Cool the Coolant in the Rad Core down

The electric fans should have their own shrouds and yes the more directional the air flow the better. so shroud it up from the engine side of the rad...Thinking that is what you meant but that is the rear/back of the rad. The fans will pull the air through the radiator while car is stationary or moving slow. thermostat will shut the fans off when cool enough. Careful though if in a hot climate they fans can run a long time after engine shut down if thermostat not adjusted correctly or if wired to keep running. I haven't set these up but went through the choices and stayed stock with a thicker radiator.

Do your research before spending the cash...you can get some good deals on that stuff right now or there are some really nice used units that members might be parting with due to engine swaps or upgrades...?

You having a 69 Chevelle means you could put a Dual 12" or 13" Efan/Shroud Unit on it
depending on the Width/Height of the Rad Core
