The default position on an electric choke is closed. With power to it it will gradually open until it's fully opened.

Said another way. A OEM auto choke gets the 'heat' required to 'open' the bi-metallic spring operated choke plate from the exhaust. That 'heat' is supplied by electricity on the electric choke.

Both choke types use ambient temperatures to 'close' the choke plate by 'cooling' the bi-metallic spring. How much is an adjustment.
