That's just a surge tank setup. It uses a low pressure pump, like either the stock mechanical or the electric style used for a carb, to fill a small tank/reservoir up front that contains the high-pressure pump for EFI. The purpose is to always keep the high-pressure pump supplied with fuel.

I see it listed at Jegs for $545. For about $500, I got a complete new EFI tank with in-tank pump from Tanks Inc.
