See if you can get the DMV to do a title search on the car. Many years ago needed to verify the owner of someone who hit my car and went to the DMV with the license number. They were able to get me the name and address of the owner. If they still do this you will be able to find out if the car is still registered and who owns it. If you have a friend who is a cop they should be able to do this for you. Good luck.
