First, the guy drives around in circles, carefully, and never hits the curb. He does this in front of a police car. When he drives off, the pursuit begins. Cops arrive from everywhere. Now he is a menace to society, and the officers have their hands at their weapons, as the guy exits his car. We do not shown the menace to society. Had the lights and sirens been started sooner, this arrest could likely have been avoided.

What are you actually defending here? This was acceptable behavior to you? Some idiot is living out some tik-tok meme in real time & then speeds away down a narrow city street at 80mph & you don't think he comes across as unhinged? If he didn't notice the cop car in the 6 times he circled past, clearly he's not too bright to start with, but somehow this is the fault of the police?
