Sometimes my dash and head lights will be kind of dimmer than I'm used to, and sometimes they'll be at a normal brightness. Every once and a while, the headlights will seem really bright like I almost have my high beams on, and my dash lights will be really bright, so bright that I'm surprised those little bulbs aren't breaking. I tried to relate this to RPMs (for alternator output) but I could tell no difference. Would this be something like the voltage regulator?

It could be the voltage regulator, or a bad ground. I would check all your grounding connections after checking the regulator. You never know - the bright bulbs might actually be what they are supposed to look like, and you've just gotten used to what they look like through a bad ground.
