Cutting in floor pans

My first floor pan job, does this procedure seem correct. I plan to overlap the pans so should I sand down the overlap area to good metal. Apply weldable primer to the overlap area, have my pan cut and plug weld holes drilled, apply seem sealer to overlap area and then plug weld thanks Chuck
