1. Is there a way to tell them apart (high and low note)

2. Can they be changed from high to low and vise versa?

Should have # stamped on them, not sure what year you have, and what the # are? If you have both, it is easy to tell high from low when you blow them.

It's a 70. I have one but it doesn't work. I looked at it today and it's marked with an (L) so i assume the other one must have an (R)

Or an H, as in High, and L, for Low.

Wiring diagram shows the low tone horn has one wire (coming from the hign tone horn) while the high tone horn has two wires (going to the low tone horn and coming from the source).

The last time I checked, GM still sold horns with a "universal" mounting bracket which will easily allow you to adapt them to most cars. The last time I checked, there were about 4 versions, seems as those 2 of those were F and H notes.
On the 70, I have a pair of 49-52 Chevy 6volt horns. Trust me, there is no doubt who is honking when I hit the horn button!

If you have one good one and you need the other,
Just get the other side

The main difference between the horn notes is the twist.
If you have a high and a low....
They will twist different directions - one clockwise the other counter.

They were grounded to the car, so one hot lead was used for both - didn't mater which was first.
