You are correct. Once you have the strip lined up where you want it, staple it, then fold back. After folding it over on my car, I installed the stainless "end-caps" with small nails to hold the strip down on each end. I drove the nails directly through the the last 1/8 inch of the strip, which gets covered by the end-caps.
From the "For what it's worth" dept: Don't make the wire-on too long, as these tops need as much looseness to fold properly as possible. I cut mine @6.5" past the heat-sealed seam (9.5" up from the stainless belt rail mldg), looks good but the wire-on ends still tend to lift (screwed mine on) after awhile. I wouldn't go any longer.
