Heater hoses are black; I'd say red belts for a red interior. I believe retractors came with A39 which is listed as "Custom Deluxe front with retractors and Custom Deluxe rear" although I've seen numerous deluxe belted Chevelles with no retractors such as the following:

So the front seatbelts just lay on the floor on the outside of the seats when not in use?

Either that or draped over the seat as in the bronze car's case.
