i would think it could be done,
but the cam should be pulled before plug replacement.
i would be worried about damaging the cam, lifter, distributor gear, etc...:(

i don't think it actually touches the cam- all the rearward thrust is controlled by the timing gear, the plug just fills the hole.

This would be correct,

No problem installing one at all once you can get to it

might wanna also try to figure out why the plug got blown out in the first place... those things are a pretty tight interference fit..

check that the cam has holes drilled in the rear journal. the holes allow oil building up between the rear of the cam and the plug to escape. Otherwise, pressure builds up and blows the plug. I've seen 2 like this over the years (decades). machining step got skipped somehow.
