Brake lights

I have '67 malibu when the headlights are off the brake lights work.At night when I turn the headlights on the taillights come on and stay on but when I press the brake the brake lights never come on. I haven't had a chance to dig into it yet I was just wondering if anyone might have seen anything like this before and might steer me in the right direction.

maybe the "tail" and "brake" wires are reversed and when the headlights are on, the brake lights are also on
The brake lights (now tail light filaments) would not show because they are dimmer
