Pull the rear seat and check where the body harness travels under the seat. Could have a pinched wire there. In the trunk there is a plug which conects the body harness to the rear lights. Try unplugging it and then try a new fuse. If it still blows, the problem is before the plug, inside the car. Also, a wire could be frayed going up the steering column to the directional switch. At the base of the steering wheel there is a large multi-pin plug which connects the directional switch to the rest of the electrical system. CAREFULLY unplug it and try the fuse again. I would look at the harness under the rear seat, however. That's a common problem.
