I just noticed today while working on the car after i shut off the car i heard a hissing near the brake booster for a few brief seconds, after turning it on and off a few times it seems like hissing is underneath the master cylinder were it mounts to the booster, the noise is only after the car it shut off . does this mean my booster is leaking?

If i disconnect the vacuum hose to the booster and plug it at the carb the car still runs the same but the hissing is gone

Yes your booster is shot.

Chances are the large rubber diaphragm didn't seal right to the case or is ripped. It costs about $6 plus shipping for a new diaphragm.

Bill, when I had my booster restored in 2003 by Steve Gregori, he said at that time that he was getting repop boosters in on a regular basis that hadn't lasted very long. He didn't have a lot of faith in them.
