1964 chevelle - the 15 amp fuse for the rear tail lights and fuel sender blows even with the key in the off position. Pulled the rear seat and disconnected the harmonica connector and no problems(other than no rear lights). Checked voltages and with key off the tan fuel sender wire has 12 volts, not sure if this is correct. When I leave the connector unplugged and connect a wire from the tan to tan, the fuse instantly blows. So, should there always be 12volts on this wire and what are the suggested next steps?

12v on the fuel sender wire means you have an open circuit at the sender. Your missing the ground side of the circuit.

For the blown fuse, you'll need to unplug everything in that circuit until the fuse no longer blows, then replug item by item until does blow.

Thanks for the quick response. The 12v is on the car side of the connector, not the rear side. Should the that wire have 12v coming from the front of the car? When this connector is unplugged, no problems. I will check the ground again tonight. The wire is physically there.

If your talking about the sender wire from the gauge to the rear of the car, yes there will be voltage there when it's unplugged. The fuel sender provides varying degrees of resistance on the ground side of the gauge through that wire. Your gauge also should be reading past full with the connecter unplugged. That side of the circuit will not cause a blown fuse.
