Adding Electric Choke and all posts indicate coming from IGN at Fuse Block.

Adding Courtesy lights and that also may be coming off of ACC, or BAT.

I'm adding aftermarket radio, which may need more substantial wire than that little yellow thing hanging down. Plus I'll need a constant hot for the "memory" it if I'm not mistaken.

Regardless, sooner or later, I'm going to run out of "add on" spaces. Is there any way 1.) SAFE, and 2.) neat, to add connections at the Fuse Block? Should I add an additional small fuse block under the dash? Other?

One way is to tie the wires in differently. The memory wire is fused off the radio. Tie that into the cigarette lighter wire next to the radio.
If the radio power line is large, you could run another line from the battery and add a small fuse block as it comes off the battery. If it's drawing a lot of power, that's a better way.
If I counted your add-on options correctly you then should have enough space to attach the other things to the box.
