If you're only starting out with $1000 I'd start out with new poly bushings up front, and new rubber bushings in the rear, all in the stock arms (boxed rear lowers) and some Hotchkis 2" lowering springs all around. Buy some decent shocks, and replace ball-joints, tie-rod ends, etc. 1-1/8" front sway bar and 7/8" rear would work well. (stock F-41 sizes).
If you want a mild performance upgrade, use tall upper ball-joints... (Howe Precision from SC&C, not the truck ones dirt-track guys run) I'm not sure if you can get away with using stock upper arms with these, so check to see if the suspension will travel all the way to the bumpstop before the ball-joint reaches its travel limit.
