Either that or a really bad connection. Step 8 was with the alternator connector removed. Should be getting the same reading on the blue and brown wire because they are tied together inside the regulator. Try putting a solid state regulator in there. Be sure to ground the regulator case. The 8.8 volts should come up. The 2.2 volts is way low. Let's hope it comes up after the regulator is replaced.
