I wrap the hose really tight with masking tape where I'm going to cut it. Then I put it in a vice with the cut line just next to the jaws of the vice and cut it with a sharp hacksaw. After I take off the tape there is virtually no fraying of the steel. But, just to make sure it is all good, I take a pair of metal snips and trim the very edge of the cut, sort of like a beveled edge. On the fitting, I just use a few drops of oil to help it all go together.
