Looking to plan for budget on a frame for my 70 Chevelle project. Going resto-mod and thinking on not using my stock frame and go aftermarket. Any recommendations on functional, budget friendly options?

Good luck on budget-friendly. You're likely at 8-10K minimum for a low-end aftermarket frame - if there is such a thing as low-end in the aftermarket A-body frame world. For a good middle-of-the-road aftermarket, I think you'll hit 15K.

Personally, for a resto-mod type of build, I'm a big fan of the Hellwig kit for boxing the middle frame, and ABC's kit for boxing the back end. Use a good aftermarket suspension kit from Global West or UMI. BMR or Hotchkis are options too. Add a 7/8" anti-roll bar in the back and a decent 1¼" sway bar up front. I went this route with my 71 and really liked the outcome. Also used a Lee steering box to "tighten" the steering.

Schwartz Performance make aftermarket chassis for a lot of older cars.
The "A" Body one has a base price of $ 9,812.00.This does not include brakes,shocks or rearend.
If you buy the full basic package from them,you are looking at $ 17,287.00
Plus shipping and handling.
I would hazard a guess that a similarly equipped Art Morrison chassis would be close to the same price.
But,either one would surely be a huge improvement over what you have now.
