69 fuel tank vent holes

I have a fuel tank on my 69 with a vented gas cap. When I fill the tank up, fuel pours out of the 2 vent holes on the top corner. Question I have is can I simply plug those 2 holes as I am using a vented cap? I have seen some say they use a 3/8' line attaching to a fuel filter and then run a 3/8" line up above the tank, I assume this is zip tied somewhere in the frame?

Any help would be much appreciated. Thanks.

Being that I have a vented cap, are both holes needed? I know about the filter (ground up has them). I am looking for a solution until I am able to get the piece as I am having the car tuned tomorrow. I have read that some of the members capped the small vent tube while running the hose off the larger tube up towards the body, inserting a small fuel filter on the end to keep anything from getting in and then running a small piece of 3/8 off the filter towards the pumpkin incase any fuel did manage to escape.
