65 front bumper alignment

Could someone tell me where the bumper sits height wise in relation to the valance behind the bumper should it be flush with top of the bumper or higher or lower? Thanks

The font bumper is adjustable up and down. I have mine set so the the valance and the bumper are at the same elevation. This allows me to clean the area between the bumper and the valance... Al
