64 Chevelle horn help

Horn will not blow. I checked the horns before I installed them and they both work fine. All parts are new, turn signal switch, cancel cam, horn relay and both front engine harnesses. I have a meter, can someone give me a starting place? By the way, blinkers and brake lights work fine. One other note, the alternator is not hooked up. Just trying to give as much info as possible!

If the battery is hook up so you have power at the horn relay and the steering wheel horn button then this sounds like a grounding problem.
Make sure the steering wheel horn contact points are clean......light sanding paper and make sure contact is shinny, no rust or paint.
Also make sure where the horns contact the body or radiator support has metal to metal contact.
