64 Chevelle horn help

Horn will not blow. I checked the horns before I installed them and they both work fine. All parts are new, turn signal switch, cancel cam, horn relay and both front engine harnesses. I have a meter, can someone give me a starting place? By the way, blinkers and brake lights work fine. One other note, the alternator is not hooked up. Just trying to give as much info as possible!

Also check the strap(s) on the rag joint on the steering column. The column provides the ground, and if the rag joint was replaced and the straps left off, it insulates the horn contact. Take a test light, clamp it to the + side of the battery, touch the point to the column in the engine compartment above the rag joint and be sure that it lights up. No light = no ground = no horn.
